Executive Development Programme on Preparing Legislative Leadership
for Development Perspectives
It is my pleasure to welcome you all to this legislative leadership development programme being conducted by LCMS in collaboration with Atlas System SDN BHD, Kuala Lumpur, Malaysia. This is an intensive 9 days programme designed for law-makers or any leader involved in exercising real power and influence.
The aim of the programme is to provide a high quality legislative leadership education within a flexible and relaxed learning environment. We hope that participants, especially those from foreign countries, will be able to attain a higher intelligence quotient that will improve their leadership style. The programme will enable law-makers appreciate why understanding the economy, polity and social order is important in adding quality to their decision making.
We believe that you will benefit through an increased exchange of ideas, cultures and personal interaction within the college and the business communities in London and the UK in general.

The Programme - Theme and Focus
Leadership as such is a highly controversial area of study. This is perhaps reflected in the numerous definitions of leadership that exist and have found favour from critics over time. Perhaps, a central point to leadership arises from this fact leaders are seen as agents who are capable of defining the directions that a society should go through. The second point that arises side by side is that they can do this through the power vested in them .The power must be understood in terms of collective good. This will then be a limiting factor for many leaders because of their truncated vision of a society in which egalitarianism has no role to play. The third dimension is the follower base that they depend upon without which much of what they want to do would remain unachieved. The followers, therefore, have to be a highly unified and motivated group of people. A fourth dimension relates to situation which also tells us that leadership can not be a static concept as such. An interaction of all these facets is essential for the evolution of effective leadership.
When we apply this complex phenomenon to the area of “legislative leadership”, we can intuitively gauge as to why we do not have “leaders” ad infinitum in the public domain. Here, the central focus for legislative processes will be the concern as to how to achieve maximum societal good with the limited resources that legislators will have in their ambit. Balancing equity and efficiency, pragmatism and ethics - all require great persuasive capabilities in legislative leaders. These are difficult propositions even in countries which have excelled in political finesse over hundreds of years. For developing countries, the task to bring all sections of the society together is that much more arduous because leadership in the political arena remains a scarce commodity.
It is but natural to suggest that legislators have to define very seriously as to what their business is and what strategy they must develop, individually and collectively, to achieve their mission. And all this, to build a cohesive society and not a fragmented one.
The programme will be directed to address these and other pertinent issues.
Learning Outcomes
Formulating (and of course implementing) policies that would raise the standard of living and hence social welfare is central to legislative institutions. And this has to be achieved in the backdrop of scarcity of resources and insatiable consumer demand– an economic principle of great significance to policy makers. This phenomenon, in turn, sets the scenario for priorities for the society across all socio-economic groups, for the long term in particular, not neglecting the short term priorities though. For instance, a policy of population control (and hence budgets set aside) will only yield results in the long run. The need for the policy can not be overemphasised though.
Understanding as to how the growth and development processes work to place the society on an upper trajectory should prove to be immensely valuable to the lawmakers. This would go a long way to help them see the issues that torment the society – issues relating to such vital areas as education, health, energy, infrastructure and all and develop policies accordingly.
It is further to be appreciated that unless leaders develop an analytical mind set, the decisions that they take will be sub optimal. This programme, when completed, would help the legislators to go into the ‘reflective’ mode before giving sanction to policies. This would be a major contribution of the programme – to appreciably increase the quality of decision making.
Why Should You Attend?
There is no end to the learning process. Once a leader says – what is there new for me to learn – his/ her ability to arouse motivation in followers might be that much more limited because a very important parameter would get sidelined – the changing nature of the environment.
Accordingly, at regular intervals, leaders/managers must engage themselves in “contemplation” – through programmes like these.

Certification
A Certificate in Legislative Leadership will be issued to all participants at the end of the program.
Cost - The Course as a Package
Total cost, £2,550 for each person up to 20 participants. This covers training, preparation, materials, two days city tour, visits, lunch and concluding dinner.
